The Royal Thai Government is finalizing legislation to authorize five integrated resorts (IRs) with casino gambling. Industry analysts project annual gaming revenue could exceed $9 billion, with planned locations including two resorts in Bangkok and additional facilities in Pattaya, Phuket, and Chiang Mai.
Melco Resorts, a major casino operator in Macau, has established a Thai office and expressed interest in entering the market. CEO Lawrence Ho believes "The White Lotus," filmed at Four Seasons Resort Koh Samui, will significantly boost Thailand's appeal as a tourist destination, similar to how HBO's "Deadwood" series increased tourism in South Dakota.
Recent polls indicate strong public support for casino resorts, with approximately 80% of Thai citizens favoring the expansion of tourism offerings. Currently, legal gambling in Thailand is limited to the state lottery and horse racing, though illegal gambling remains widespread.
Melco's expansion plans come after their previous attempts to enter the Japanese market. While the company initially showed unlimited investment potential for Japan, they ultimately withdrew alongside other major operators like Las Vegas Sands. MGM Resorts remains the sole company proceeding with Japanese development, with construction of their $8 billion project scheduled to begin in April.
