A comprehensive study by Eilers & Krejcik Gaming (EKG) reveals significant potential economic benefits if Texas legalizes mobile sports betting. The analysis projects 8,000 new jobs, $360 million in direct tax revenue, and $24.3 million in additional nongaming taxes, contributing to a total economic benefit of $2.6 billion.

Former Governor Rick Perry, representing the Sports Betting Alliance, estimates a $250 million revenue potential based on an $8.7 billion black market handle. Currently, Texans engage in sports betting through unofficial channels, including local bookies, offshore sites, or by traveling to Louisiana.

Despite these promising projections, Texas faces unique circumstances that complicate the legalization process:

  • Texas currently operates with a substantial budget surplus ($32.3 billion)
  • The state has $188.2 billion in available funds against $109.8 billion in appropriations
  • Lt. Governor Dan Patrick remains opposed to casino gaming and sports betting

While polls indicate majority support among Texans for sports betting legalization, the political landscape suggests a 2025 ballot measure is unlikely. Industry experts project a more realistic timeline of a 2027 vote with potential implementation in 2028.

The revenue potential is particularly noteworthy given Texas's lack of state income tax. For context, states with legal sports betting generated $2.5 billion in revenue in the previous year, marking a 34.7% increase - even without participation from Texas and California, the nation's two most populous states.
