
Massachusetts Leaders Raise Concerns Over New Hampshire Border Casino Impact
City officials in Lawrence, Massachusetts have expressed serious concerns about the newly approved $160M Live! Casino planned for Salem, New Hampshire, just 6.6 miles from their city limits.
The proposed casino, set to open next year in a former Lord & Taylor store at The Mall at Rockingham Park, has sparked controversy due to its potential social impact on nearby communities.
The Lawrence City Council passed a resolution highlighting specific concerns:
- Risk to vulnerable populations (low-income workers, elderly, and disabled residents)
- Potential increase in gambling addiction
- Higher rates of bankruptcy, divorce, and domestic violence
- Risk of increased suicide rates among problem gamblers

The casino development plans include:
- Over 900 historical horse racing machines
- 40 gaming tables
- Sports lounge
- Restaurants and bar
- Potential future hotel addition
Despite local opposition, the project has received significant support. Salem Town Council Chair Joe Sweeney noted that residents voted in favor of such a facility ten years ago. The casino is expected to generate $31M annually for New Hampshire and approved charities, while creating more than 700 permanent jobs.
Neighboring property owners have raised additional concerns through their legal representation, including:
- Public safety issues
- Traffic impact
- Lighting concerns
- Effects on pedestrians and bicyclists
- Questions about existing deed restrictions on gambling
The project developers include Joe Faro, Sal Lupoli, and the Cordish Companies, with construction scheduled to begin soon at the location vacant since 2020.
